You can use ReportingService to get access to the CatalogItems (folders and reports) from which you can build a tree. Like in this article:
http://www.odetocode.com/articles/95.aspx
The catalog item allows you access to properties that might be able to help you filter which reports to display.

Subject: Re: [SQLDownUnder] Reporting Services Report Explorer
Thanks for your feedback i will go and check them out.
My main problem is that there are many reports in the system but only a small handfull of reports used in a daily / weekly / monthly timeframe so i was thinking an explorer view would be best via a web site or even better the reporting serives www page.
I would be intrested he find out how other peaple deal with this interface problem

There is a similar sample in SSRS Samples. From memory it's a windows application with reportviewer control and using a webservice the sample dynamically retrieves the list of reports on the server to let the user select the report from the treeview and run it from there.

I am looking for a way of displaying reports to the end users in a similar way to explorer tree
Does anyone know of a way to achieve this via a web page or desktop software
